Why does Live still send external MIDI start commands when no MIDI track is active or has an output?

Whenever I solo an audio track my external drum machine fires up.

This is with all Live MIDI tracks set to "no output" and also all Live MIDI tracks "deactivated". 

The only way I have found to stop this happening is to toggle off external MIDI sync in Live Preferences or just zero the volume on the drum machine before playback.

Why does Live's external sync settings ignore the "off" status of all MIDI tracks within a Live set?

When would you need Live to send MIDI start instructions externally if there was no other MIDI instructions to follow up that command?

    How about to sync a drum machine, looper or similar?
