Solo Exclusive ignored when using Key Mapping

-I have multiple tracks in Arrangement view.
-I have the solo buttons for each track assigned to keys 1-9 on my keyboard.
-I also have Solo set to Exclusive in the Ableton Preferences.
-When I click on any of the Solo buttons with my mouse, that track is Solo'ed and the other tracks are Muted (Un-Solo'ed).
-But when I press the number keys on my keyboard, Ableton acts like Exclusive Solo is disabled. It fails to Un-Solo any tracks that are currently Solo'ed.

Is this a bug or am I not doing something right?

My idea is to have multiple groups, each representing a song in my band's set. When I press key 1 on my keyboard, I want that group to be Solo'ed and every other group to be Un-Solo'ed.

I would love to disable all of the other tracks too so that CPU resources aren't being used on them. But for now I am just trying to simply Exclusively Solo groups with the click of a button. I don't want to have to manually click the "S" button with my mouse in between songs.
