I had the same problem, but figured out what was the root for this.

In my case, the problem was that my main folder I had all my projects in, was the initial Ableton project folder. So all new tracks/remixes I was working on was in folders under the main Ableton project foldere, therefore it didn't create new projects when saving new live sets.
As soon as I moved all the folders to a new folder and did a new save live set in a project, it automatically created the project folder in the right place.

Interesting - I have the same problem, albeit reversed; my laptop saves project folders with .als files and relevant recordings, etc. Meanwhile, my desktop creates an .als file and never creates a project folder. Have you heard back from technical support?

the project folder should be in ../Library/Documents/Ableton, save your new live sets to same directory they should save as project now

Not sure what command you're using to save, but the 'Save Live Set as...' command should create a new project folder with your samples and .als file in it. 'Save Live Set' should re-save to the same .als file.

If you choose 'Save a Copy' this will create a new .als file in the current project folder.
