Packs are located in default location, but are not showing up in browser

I re-installed Live 9. The packs are located in the default location but are not showing up in the browser. How do I get them to show up?

I had the same issue, or a similar one. The Live packs were installed properly and did previously appear in the Live 9.1 beta. Turns out they need to be reinstalled after upgrading to Live 9.1

"All additional Live Packs installed in a Live 9.1 Beta version will not be seen by Live 9.1, and will need to be installed again."

I'd contact Ableton support directly.  I had a similar problem when I manually applied a minor update (can't remember exactly which one) and Live could no longer find my library or any installed packs.  The fix involved deleting a small group of cache files Live uses to locate and organize assets, which forced Live to reconstruct the cache files on the next program startup.  No other installation or reinstallation needed.
