Buffer size issue

PC: i7 3770, 10 GB Ram

Interface: Focusrite Scarlett 18i20

Problem: In the latest version of Live 9, I am able to get my buffer size down to 64 samples, which says round trip latency is 16.3ms.  At that setting I get dropouts.  If I use an older version of Live 9, I can get the buffer size down to 45 samples/6ms.

If I connect the scarlett to my Microsoft surface, a far weaker machine, and use the latest live 9, I can also get 45 samples/6ms, but it's rock solid.

Any ideas on what is wrong with my desktop installation of Live9?  I've tried two recent versions and still can't get it to 45/6.  I'd be happy with 64 if it was solid.  I don't want to have to use the Surface.

    I am digging and trying to find out more.  It appears that the 45/6 comes from running Ableton live 64-bit.  Though when I do that, all of my plugins don't show up.  Why can't Ableton Live 32 bit support the lower buffer size?
