Buffer and warp issues with Windows 10

Hey all. I'm using Ableton Live 9.1 64bit with a Focusrite Scarlett 2i2. I had the exact same setup on Windows 8.1 up to two days ago. Since doing the upgrade to Windows 10, I've been having some pretty frustrating issues with Live 9.

The main thing that I noticed is that when I open up my previous projects, the WAV tracks seem to be warped and play at a slowed down speed, even though I turned warping off for all of them.

With Windows 8.1 I was able to bring my buffer rate down to 2ms using ASIO through my Focusrite. Now in Windows 10, anything under 4ms results in complete lagging and my CPU Load Meter is through the roof every time I even play back my previously recorded material. It goes up to 110% at times. 

I had a flawless experience with Windows 8 and now I'm having problems with Windows 10. Can anyone recommend things I could try to get rid of this?
