It's Erotic Discourse by Paul Woolford, who also works under the guise of Bobby Peru, hence I think this is being sold as Paul Woolford presents Bobby Peru and Erotic Discourse.....it's been around for about 6months. Actually one of the better minimal house/techno tunes currently out.

The label is 2020 Vision recordings, and you can actually buy the "DJ Tool" mix from Beatport, which consists just of that weird "hugely heavy basketball hitting the basketball court´s floor" sound...it´s perfect for a remix.
