I'd say they might compliment each other well...but there is not a lot of overlap:
Cthulu is an awesome arppegiator and chord assigner... The Time and Timbre package is great for all sorts of things: TimeLFO assigns LFO's to anything in Live, MasterBlaster is an "output optimizer" (and its pretty damn good too!), TimeSting creates 303acid patterns that can be spit out to any MIDI instrument and/or recorded to clips, there are delay fx WITH ASSIGNABLE SWING (!!!), tools to create your own drum sounds to use in Time... and even a version of Time that can be used to generate MIDI to send to the MIDI instrument of your choosing...
about the only thing that The Time and Timbre package does NOT have is an awesome arppegiator or chord assigner =]
so yeah-
if you're interested in either... get one and then get the other too!
