Whilst Live was running I added an Audio Unit into my 'Components' directory. I did a rescan but the new Audio unit was not recognised, so I then did a complete Plugin rescan (with the option key held down) - still the new Audio Unit was not recognised. It seems to me that the 'Plugin Rescan' only looks in the VST folders (User + Local) and ignores Audio Unit folders.

yes, thats right. Live does only rescan VSTs when pressing the Rescan button. This is because, Audio Units are managed by OS X itself and not by Live. So, if you install a new Audio Unit you have to quit and restart Live to get access to the plugin.
btw: Apple does even say, that you have to log off from your account and login again to force OSX rescanning Audio Unit components, but this is rarely needed in my experience.
