Is it possible to midi map an up/down/left right function to navigate throughout the clips section similar to the scene up/down play buttons in midi mapping mode?

no but those are already built into the keystrokes with Live. check the manual.

Let me elaborate on my question, I want to assign the keystroke functions to a midi foot controller but cant seem to figure it out. Is this even possible or am i limited to the scene arrow buttons in midi map mode?

you can use bomes to translate midi commands from the foot controller to key strokes built into Live.

Which foot controller are you using?
Try this:
Up: C7
Left: D7
Down: C#7
Right: D#7
All on Channel 1
In Live Prefs, set MackieControl as the control surface.

Or MIDIStroke if you are on Mac.
