Cue'ing a Signal for preview

Hey everyone

With LIVE in "CUE" mode and the HEADPHONES icon showing on the SOLO / CUE button, it necessary to both select the channel's CUE button and also mute the channel in order to preview its signal in headphones without sending it into the main mix?

It seems like the CUE button should also block the signal from going on to the main mix, but perhaps there's something about the output config that I have failed to understand.
