pre/post fx routing option for midi tracks/racks

scenario:

when routing a midi track to an instrument rack with chains
sending pgm chg and CC's to the track input affect all chains!!! no filtering regarding the chain selector position
sending directly to the instrument doesn't affect the midi devices placed before it.

in my scenario the midi device before the instrument is listening to program changes sent by clips (on an external midi track) and increase/ decrease (+1 / -1 with apc buttons) program change values regarding the current active program ....
so we need to monitor the pgm chg number (from the clips) in the midi device.
the PRE fx routing option exist for audio tracks/racks...
