Converting to MP3

What's the preferred method of converting .wav files to MP3 these days? Maximum quality obviously and smallest file size. I know iTunes is the easiest, but is there a preferred method/tool?

a program called CDEX with the LAME mp3 encoder. last I checked the LAME encoder was bundled with it. easy to find with a google search.
