If we are talking audio clips, I do not see how altering the time signature of Live is going to matter... the audio is still the same. What would change is how other events are quantized (if this is enabled) to this audio. Hope that makes sense.

A small investment for a BLA mod to your current interface will smoke any interface you could currently buy in your price range and would be less than half of what you are looking to spend. Just an opinion from someone who has already gone down the path you are taking.

Might I suggest an MKI or MKII instead with a Black Lion Audio modification, a much superior sound! You would be under the price of a new MKIII as well.

Since outboard gear seems to be probable for a solution since you mentioned the foogers, I would suggest possibly an old inexpensive compressor such as the DBX118.
