I'm looking for a basic auto-wah plug-in to use with Live - would like something with more control than the Ableton plug (threshold, envelope controls, maybe even a wet/dry mix...)

Ya - I just set up my MIDI controllers to get at everything, but that's a good point.

It may be just as cheap to buy a mixer as to buy a controller.

I'm not sure there is a precise way to do this. I can tell you that it will take about 1/3 mS to send a MIDI clock tick message down a wire - a MIDI note on message takes about 1 mS.
