yep. they need to go together.

The EIC license is for version 2.

try this.... place the vst in your vst folder on the hard drive. (library->audio->plug-ins->vst). open live and it should show up in the plugins area. if the vst in question is an effect just drag it to any audio or midi track and it should open. if the vst is an instrument drag it to a midi track. ...
