yes, open the clip in the clip editor thing (double click). make sure you can view the envelope toolbox thing (the dots in the lower leftish area of the screen). Scroll through the list of envelopes you can make. you cant add or remove effects, that would mess up your audio anyway (clicks and stuff)...

set the clips pitchshifting type to repitch, make a pitch envelope, drop the pitch sharply at the end (drop it all the way). do a pretty quick smoothish volume envelope drop at the end (or where it goes so slow its not cool anymore)
