you need to set your buttons on the controller itself to either send note data or cc data:

if a button sends a cc number > momentary

if a button sends a note > toggle

on my pcr-500, i have a custom button setup where the top row of 8 buttons sends cc's and the bottom 8 sends notes, so i can choose which i need at any time.

Not necessarily, but it is possible to use some controls as momentary switches. For example, I can map the 'Sustain' button on my AKAI LPK25 to a chain selector. If I set the min/max value range of the mapping to 0/1, the chain selector will go to 1 when the button is pressed, and back to 0 when released.

Momentary and Toggle controls are set inside of a controller, either using the controller's internal programming interface or a software provided by the controller manufacturer.
