I tried your suggestion and it does not seem to work. I see the Sampler.adv file in the path you said, and when I drag it into the Device view my default Pitch bend range of +12 is there. But when I drag a Sampler instrument into the Device view, it still has it's default setting of +5. I exited Live and restarted it but same result.

Not sure if that's relevant, but note that there are two folders, for two use cases: when dropping on a Drum Rack pad, and when dropping on track view. In the first case it creates a Sampler on the pad, in the later, a Sampler as the main instrument for the track. These are two different defaults.

Not sure either but in this case I was dropping any instrument sample on to a Sampler device in the device rack. I tried again and made sure that I loaded Sampler as a blank Sampler device with no sample but my changes did not get reflected when loading a Sampler sample. I'm guessing that the value in the Device Preset is overriding the default that I set in "\Library\Defaults\Dropping Samples\On Track View". The default may only work for new creations perhaps? Not what I need.

You need to drag the sample into the bottom part of the screen that says "Drop an Instrument or Sample Here". That will then open either Simpler or Sampler (depending on the defaults you have set) and place the sample into it. If you drag it into a 'clip' in the upper part of the window then it converts the track from MIDI to Audio.
