Smooth scrolling causes ~100% CPU usage

I was using a cheap PCI VGA card and a 17" CRT for a long time, so I treated myself to a Radeon 7000 PCI graphics card and a 19" LCD display to my Pentium 4 system running Windows 2000. (using DVI interface.) Now I can use 1280x1024 and actually see my arrangement without a magnifying glass. But, when I am in arrangement view, if I select smooth scrolling the Task Manager CPU load goes to about 100%; the CPU meter in Live however stays lower. If I go to jump scrolling the CPU load becomes much more reasonable.
I have tried every combination of video card acceleration I can think of but nothing really makes a difference. I even started playing with Double Dawg to tweak the PCI latency settings but that either made no difference or caused Live to hang...better not mess with that.
I did some searches in the forums but did not find any topic quite like this one--maybe I'm the only one with the problem? Currently running Live 5.0.2 and 4.1 with the same results.

Yeah, I've noticed that when scrolling the task manager's cpu meter goes right up to 100% (and Ableton's stays low). It doesn't seem to cause any problems but is a bit strange.
